Where it stands
Iran has been at war with the United States and Israel since Feb. 28, 2026, when US-Israeli strikes killed Supreme Leader Ali Khamenei. Mojtaba Khamenei now holds the post, and Masoud Pezeshkian remains president. A memorandum of understanding in June brought a brief ceasefire and talks, but it broke down. Iran still restricts shipping through the Strait of Hormuz, the US is blockading Iranian ports, and on Nov. 2 US forces struck Qeshm Island in what officials described as limited, defensive action.
Qatar and Pakistan are mediating. In late October, Vice President JD Vance wrote to Iran's security chief, Mohsen Rezaei, seeking to revive negotiations. Iran says Hormuz will reopen only when Washington meets seven conditions, among them an end to the US naval blockade and a ceasefire across the region, and that its plan could then be carried out within two days. Pezeshkian says the Supreme Leader has given the government some authority over the talks. President Donald Trump has repeatedly hinted at new strikes after the Nov. 3 US midterm elections.
The IAEA says it is still unable to rule out the diversion of any of Iran's safeguarded nuclear material, including a declared 440 kg of highly enriched uranium, and its board referred Iran to the UN Security Council in September. Annual inflation reached 76.8% in October, according to the Statistical Center of Iran. Executions over the January protests are continuing. Official figures put the protest death toll, including security forces, above 3,000; rights groups based abroad cite higher tolls, so the figure is disputed.

Israel denies Netanyahu is pressing Trump to resume strikes on Iran
Danny Danon, Israel's UN ambassador, denied that Prime Minister Benjamin Netanyahu was urging Trump to resume strikes on Iran and said Israel would support whatever the US decides. Axios had reported that Netanyahu wanted strikes right after the US midterms, and the AP reported that he was pressing for a new wave of attacks. Likud won the most seats in Israel's Oct. 27 election, but neither Netanyahu's bloc nor the opposition secured a clear majority.

US strikes targets on Qeshm Island in what officials call defensive action
Explosions hit Qeshm Island late on Nov. 2, after the Revolutionary Guards said they had downed US drones earlier that day. US officials described the strikes as limited and defensive, aimed at Iranian forces firing surface-to-air missiles at US assets, and said they did not mark a resumption of major combat; Trump later called them minor. No casualty figures were reported.

Iran designates UK navy and air force as terrorist organizations
Tehran has listed Britain's Royal Navy and Royal Air Force as terrorist organizations and labeled the MI6 intelligence service a hostile entity, the state news agency IRNA reported. The Foreign Ministry accuses the UK of joining US-Israeli attacks on Iran by offering bases and logistical help; the move could leave people accused of links to MI6 open to prosecution in Iran.

Briefing the UN Security Council, IAEA chief Rafael Grossi said the agency is still unable to rule out the diversion of any of Iran's safeguarded nuclear material, more than a year after Israeli and US strikes ended inspectors' access. Of the sites hit by strikes, inspectors are back only at the Bushehr power plant, normal inspections have not resumed, and he highlighted Iran's declared 440 kg of highly enriched uranium.

The US Treasury sanctioned companies and individuals in Iran's automotive, rail, manufacturing, metals and financial sectors, including carmakers Iran Khodro and SAIPA and the Islamic Republic of Iran Railway Company. UN fact-finding mission finds crimes against humanity in Iran's protest crackdown
A UN-mandated fact-finding mission reported that killings by Iranian security forces during the 2025-26 protest crackdown, along with mass arbitrary detention and torture, amounted to crimes against humanity, and said at least 221 children were among the dead. It also found reasonable grounds to believe the United States committed a war crime through indiscriminate attacks, including strikes on a school in Minab and a sports complex in Lamard, and urged all sides to stop fighting.
IAEA board refers Iran to UN Security Council over safeguards non-compliance
The IAEA Board of Governors voted 23-3 with eight abstentions, diplomats said, to report Iran to the UN Security Council for failing to meet its safeguards obligations, the first such referral in about 20 years. Britain, France, Germany and the United States sponsored the resolution; Russia, China and Niger voted against. Iran's ambassador, Reza Najafi, called it a political tool, and Russia and China can veto any Council sanctions.
